    Aug. 19 At approximately 8:18 p.m., Franklin Police responded to an apartment on Main Street for the report of two females who had overdosed. Further investigation resulted in the arrest of 29-year-old Billie L. Webb of Montague and 24-year-old Donna G. Fedder of Franklin. Both were charged with possession of heroin, possession of Xanax, being under the influence of heroin, being under the influence of Xanax and possession of drug paraphernalia. Both were released pending a first appearance in the Franklin Borough Municipal Court. Officer Ryan Churchwell investigated, and was assisted by Officer Jeffrey Korger. Franklin Police were dispatched to the Franklin ShopRite on a report of a shoplifting incident. Investigation led to the arrest of Lori Osborne, 47, of Haskell, who was charged with third-degree shoplifting. She was found to have shoplifted over $540 worth of Gillette Fusion shaving blades, and Gillette Mach Three Shaving blades. She was charged, processed, and released, pending an appearance in Franklin Municipal Court. Patrolman Nevin J. Mattessich investigated. Aug. 20 At approximately 10:30 a.m., Franklin Police stopped a vehicle for a traffic violation. Further investigation led to the arrest of the passenger, Craig C. Stephenson, 28, of Myrtle Beach, S.C., for outstanding warrants from Vernon and Mount Olive totaling $2,500. The Vernon Police Department took custody of Stephenson and transported him to the Sussex County Jail in lieu of bail. Patrolman Nevin J. Mattessich Investigated. Aug. 21 Franklin Police stopped a vehicle for motor vehicle violations on Route 23. Further investigation led to the arrest of the passenger in the vehicle, Michael Maloney, 32, of Hamburg, on outstanding warrants from Montville and East Orange totaling $1,489. Maloney was lodged in the Sussex County Jail in lieu of bail. Patrolman Nevin John Mattessich investigated. Aug. 22 Franklin Police Department stopped a vehicle for motor vehicle violations on Route 23. Further investigation led to the arrest of Carlos Elivorio, 32, of Wellington, Fla., for driving while intoxicated. Elivorio was issued summons for failure to signal a turn, reckless driving, failure to maintain a lane, failure to wear a seat belt, failure to produce a valid registration card and driving while intoxicated. He was released pending an appearance in Franklin Municipal Court. Patrolman Nevin John Mattessich investigated. Aug. 23 Franklin Police stopped a vehicle for motor vehicle violations on Mitchell Avenue. Further investigation led to the arrest of Ryan F. Mitchener, 21, of Franklin, for being in possession of a controlled dangerous substance. Mitchener was issued criminal complaint summons for being in possession of a controlled dangerous substance and possession of drug paraphernalia. He was also issued motor vehicle summons for speeding, careless driving, driving with tinted windows, improper display of license plates and possession of a controlled dangerous substance in a motor vehicle. Mitchener was released pending an appearance in Franklin Municipal Court. Patrolman Nevin John Mattessich investigated.
