    On Aug. 7 at 12:26 a.m., Franklin Police arrested 23-year-old Matthew J. Lang, formerly of Hamburg, after police observed his vehicle failing to maintain its lane and speeding on State Highway 23. Further investigation resulted in Lang being arrested for driving under the influence of narcotics. He was subsequently charged with possession of a controlled dangerous substance, possession of drug paraphernalia, use of a controlled dangerous substance, driving while intoxicated, careless driving, speeding, failure to keep right, failure to produce a drivers license, possession of a controlled dangerous substance in a motor vehicle and failure to wear a seat belt. He was released to a friend pending a Franklin Borough Municipal Court Date. Officer Ryan Churchwell investigated with assistance from Officer Carl Douma. On Aug 8 the Franklin Police Department responded to New Jersey Gold & Silver on Route 23 for the report of an individual attempting to pawn stolen jewelry. Further investigation resulted in the arrest of 27-year-old Matthew M. Morley of Vernon, after he attempted to flee the area on foot. After a chase on foot, Officer Gregory Cugliari took Morley into custody. Morley was subsequently charged with third-degree theft and two counts of resisting arrest. Morley was subsequently lodged in the Sussex County Jail in lieu of $20,000 with no 10 percent option. Officer Cugliari was assisted by Sgt. Jeffrey Smith and the Vernon Township Police also assisted in the investigation. On Aug. 15, at approximately 4:30 p.m., Franklin Police arrested Catherine Babcock of Franklin after she was found hiding inside of a residence on Scott Road. Babcock was wanted on a no-bail violation of probation warrant stemming from a drug charge out of the Sussex County Sheriffs Department. She was subsequently turned over to the Sheriffs Department and later lodged in the Sussex County Jail. Patrolman Ryan Churchwel) and Patrolman Gregory Cugliari investigated.
