    September 12 The Franklin Police Department responded to the Walmart for a report of shoplifting. Police learned that an unidentified woman had stolen more than $900 in perfumes by putting the items into two backpacks, then running out of the store. Store employees followed the woman into the parking lot where she dropped the backpacks and the employees recovered the items. The employees provided police with a description of the suspect and the vehicle she sued, including the license plate number. Employees also told police that the same person had shoplifted the week before, again running out the door with two backpacks. The investigation led by Detective Thomas Kulsar led to the arrest the following day of Kim Decker, 46, of Montague, who admitted to shoplifting both times. The investigation is continuing because police believe she may have been involved in other incidents. When she was arrested, she was in possession of a blond wig, sunglasses and an extra tee shirt. Decker was lodged in the Sussex County jail in lieu of $5,000 bail. She also had outstanding warrants from Paterson and Irvington totaling another $1,600.
