Jan. 19 At approximately 9:23 p.m. Patrolman Seamus Geddis conducted a motor vehicle stop on Route 23. Further investigation led to the arrest of 22-year-old Rafael Lanas of Belleville for possession of a controlled dangerous substance, possession of drug paraphernalia and driving while intoxicated. The passenger of the vehicle, 24-year-old Jessica L. Rios of Staten Island, N.Y., was also arrested and charged with possession of a controlled dangerous substance. Both were processed and released pending a court date in Franklin Municipal Court. Jan. 22 At approximately 9:20 p.m. Patrolman Seamus Geddis and Patrolman Carl Douma responded to a residence in Franklin to serve a warrant. Further investigation led to the arrest of 19-year-old Charles Southard of Franklin Borough on a warrant out of Franklin Borough. Southard was processed and released pending a court date in Franklin Municipal Court. Jan. 23 At approximately 7:40 p.m. Patrolman Seamus Geddis and Patrolman Jeffrey Korger responded to a residence in Franklin Borough to attempt to serve a warrant. Further investigation led to the arrest of 44-year-old Timothy Wamback of Franklin on warrants out of Franklin Borough and Morristown. Wamback was processed and transported to the Sussex County Jail in lieu of $ 2,447 bail pending a court date in Franklin Municipal Court. At approximately 9:30 p.m. Patrolman Seamus Geddis arrested 22-year-old John F. Strunk of Franklin Borough on several warrants out of Franklin Borough. Strunk was processed and released pending a court date in Franklin Municipal Court.
