Ogdensburg alters pond water contract

The Ogdensburg Council unanimously approved on April 24 changing the Heater's Pond water contract to Solitude Lake Management from Aquatic Analysis, at a cost of $7,633.
Council President Rachel Slater and Councilman David Astor were absent.
Mayor Steve Ciasullo said, Councilman George Hutnick met with Solitude Lake Management and reviewed the borough's requirements. Solitude suggested treating the back portion of the pond in September, saying, if they apply a September treatment every year, the look of the water could possibly change from solid lily pads. Ciasullo added, although they had tried to get more estimates, none were available. Solitude will treat the water within a couple weeks to a month.
Councilman Robert Gunderman presented four quotes for security equipment to the council. Two were from the same company, with different prices and materials.
Police Chief Stephen Gordon explained the borough already has an established relationship with Atlantic, and their estimate is the best price.
Ciasullo said, the equipment would be paid through capital.
Gunderman will have Atlantic rewrite the quote, with a suggested upgrade, and will talk to the Chief Financial Officer Monica Goscicki about paying for the equipment through the capital fund.
Ciasullo encouraged the council to process requisitions correctly with proper quotes, signatures, and verifying availability in the budget — unless it is an emergency. He explained, each year the auditors complain about one or two resolutions which are not processed correctly.
Councilman Anthony Nasisi said, he checked with Goscicki, who said the requisition could take at least a month because of the ordinance.
Ciasullo said, the council could give a resolution copy to Atlantic after the council's next meeting, so the company could prioritize their work.
Regarding health insurance, Nasisi said there will be around a one percent increase in comparison to the anticipated 12 percent increase.
Ciasullo agreed, there will be a mild change to the copay charges, in comparison to what they currently are.
Nasisi would like to meet with the the insurance agent and any interested employees to clear up possible misunderstandings regarding: deductibles, in network, and out of network.
Ciasullo said if there are any or no changes to the actual plan, Nasisi should notify the police in writing for the contract.
After executive session the council unanimously appointed Magret Rodriguez as the court clerk, if she agrees to the terms: $20 an hour, $3 increase upon obtaining certification, and time-in towards the probationary period. After the probationary period, Rodriguez would be entitled to vacation, sick, and personal time, per the employee manual.
Hutnick brought up again Sam's Deli request to pave and maintain adjacent borough property as a parking lot.
Ciasullo suggested the owner attend a meeting and present his plan.
Nasisi suggested the Old Firehouse Museum be painted due to peeling paint down to the bare windows. An initial estimate with materials is $1,950. Nasisi said, John Kibildis offered for the museum to pay half the project.
Nasisi also offered, along with some other volunteers, to shorten the bottom of the museum doors, seal, and possibly vinyl clad the bases. He explained the door bottoms are so close to the concrete, they are scraping, will wick water through the wood, and start blistering. He added, they are worth around $10,000.
When asked by Nasisi, Ciasullo explained the amount before requiring bid specs is around $2,700, and the council should always get three estimates when possible.
