Ogdensburg still waiting for answers on pond

OGDENSBURG — The borough of Ogdenburg is still waiting for the engineer to answer questions regarding Heater's Dam, which could possibly result in more paperworkd before project can move forward.
The Ogdensburg Council unanimously approved on Jan. 23, the 2018 Ogdensburg Municipal Alliance grant to prevent alcoholism and drug abuse in the community.
Councilmen David Astor and Peter Opilla were absent.
The state returns in a grant $2,620; Ogdensburg matches $873; and the total Drug Enforcement and Demand Reduction amount is $3,493.
The council discussed filling the part-time court administrator position. Ciasullo said, currently a part-time person fills in from another town. Councilman Anthony Nasisi and Borough Clerk Phyllis Drouin will research the job requirements and place another ad. There were no responses to a previous court website ad.
Ciasullo said in the meantime, Franklin Business Administrator Alison McHose will provide numbers regarding a possible shared service with Franklin, which he appreciates.
Ciasullo then explained, two or three years ago, Elizabethtown Gas ran another pipe down Main St. as a result of former President Obama's infrastructure federal funding. He continued, because Elizabethtown Gas did not receive enough positive response to a questionnaire, gas was only offered for payment to municipal buildings and Main St. He added, the questionnaire led people to think it would be expensive.
In the meantime, Elizabethtown may attend a meeting to discuss adding more customers or meet with some council members.
Councilman George Hutnick said, the VFW has ordered the marker for PFC Robert Arthur Bulmer, and it should be installed soon.
Hutnick also said Sterling Hill Mining Museum has added many new attractions and items. He added, they also restored a 1942 metal caboose, which was scheduled to be placed on a set of tracks Jan. 24.
Hutnick also reported the Teen Canteen creator Jeanette Spooner needs more chaperones for the 7th and 8th graders, once to twice a month.
Nasisi said, he is researching the cost of underground storage tank insurance, because the line item has been blank since 2014. He added he suspects the cost is buried in something else. In the meantime, he will research the cost of removing the tanks and possible safety concerns due to metal tanks deteriorating.
Ciasullo said he will update a spreadsheet of vehicle VIN numbers and miles in order to make it easier to recoup maximum funds from FEMA, or the state, in case of a major storm.
Ciasullo also encouraged the council to look at all the budget numbers and be prepared to make changes in each department. Per state law, he added, they must meet the 2 percent state cap increase.
