    Oct. 20 At approximately 2:25 p.m., Franklin Police responded to Rental Center USA on Rapole Street for the theft of a demo saw. Investigation resulted in the arrest of 30-year-old Franklin resident Ryan Phillips after it was learned that he had taken the saw after distracting an employee at the rental center. After further investigation it was determined that Phillips had also stolen several other tools from a residence in the borough. Phillips was charged with two counts of third degree theft and lodged in the Sussex County Jail in lieu of $20,000 with no 10 percent option. The investigation is continuing and additional arrests are possible. Franklin Police Officer Ryan Churchwell investigated. Oct. 24 Franklin Police arrested 28-year-old Franklin resident Fawn C. Talmadge for three counts of third degree forgery. Investigation revealed that between June 2009 and July 2009, Talmadge forged three checks that belonged to another individual on three separate occasions at the Weis Supermarket store in Franklin. She was released on her own recognizance pending a first appearance in Franklin Municipal Court. Officer William Grissom investigated with assistance from Officer Ryan Churchwell and Sergeant Jeffrey Smith.
