    Nov. 2Bartholemew, 52, of Montague was charged with driving while intoxicated, DWI in a chool zone, driving while suspensed, driving while unlicensed, failure to provie a driver's license, reckless driving, careless driving, failure to maintain lane.
    At approximately 1500 hours, the Hamburg Police Department received multiple phone calls from concerned motorists reporting an erratic driver traveling northbound on Route 23 currently passing through Franklin and about to enter the Borough of Hamburg. The callers reported that the vehicle was driving in an erratic and dangerous manner, was unable to maintain its lane of travel, and was passing vehicles over double yellow lines in heavy afternoon traffic. Hamburg Police Officers were then dispatched to locate and stop the vehicle.
    Detective Jeff Sokolowski observed the vehicle at the intersection of Route 23 North and Wallkill Avenue while conducting a school detail. Det. Sokolowski radioed the vehicle’s location to Patrolman Jordan Descafano who was then able to locate and safely conduct a motor vehicle stop on the vehicle in the area of Route 23 and Winding Brook Road in Hamburg.
    Mr. Ligons Jr. was transported to Hamburg Police Headquarters where he submitted samples of his breathe for the purpose of testing to determine his blood alcohol content. Alcotest results confirmed that Mr. Ligons Jr. had a blood alcohol content of 0.17, more than twice the legal limit to operate a motor vehicle in the State of New Jersey, police said.
    Mr. Ligons was then released from police headquarters to a responsible party.
    Nov. 3William J. Hines, 48, of Hamburg was charged on a fugitive arrest warrant from the Passaic County Sheriff's Office.The arrest warrant was in effect for his failure to appear in court for the criminal charge of Possession/Distribution of Heroin/Cocaine within 500 feet of a public housing facility, a second-degree crime.
    The Hamburg Police Department received a phone call from a citizen with a tip regarding the location of a male who he/she believes has an outstanding arrest warrant. The citizen stated that they were aware that the Police Department has been searching for this party and they just saw the male return home to his residence, an apartment on Wishing Well Road.
    Detective Jeff Sokolowski and Patrolman Jordan Descafano received the phone call at police headquarters and were already aware the suspect was wanted on the warrant.
    The officers responded to the address given by the caller and Ptl. Descafano was able to make verbal contact with the subject Hines through an open window in the front of the apartment. Ptl. Descafano maintained verbal contact with Mr. Hines while Det. Sokolowski secured the perimeter of the residence to prevent any attempt of escape.
    Ptl. Descafano engaged Mr. Hines in conversation and established a rapport with him in an attempt to have him exit his residence voluntarily and have the situation end peacefully. Ptl. Descafano spoke with Mr. Hines for approximately one half hour trying to calm him down from the agitated/frightened state he was in.
    At 12:58 p.m., Mr. Hines voluntarily exited his residence through the front door and was placed under arrest without incident by Ptl. Descafano and Det. Sokolowski.
    Mr. Hines was then transported to Hamburg Police Headquarters where the The Passaic County Sheriff’s Office Fugitive Warrant Squad was immediately notified that Mr. Hines was in custody. Passaic County Sherriff’s Officers arrived at Hamburg PD at approximately 3:40 p.m. and took custody of Mr. Hines.
    He was then transported to the Passaic County Jail where he will remain until future court proceedings begin.
