Gas company to finish installations by November

Mayor Rachel Slater announced on July 23 that Elizabethtown Gas should finish installing gas mains by November.
Slater also said, Obdensburg Borough and Elizabethtown Gas will send letters regarding the progress; and Elizabethtown Gas employees will hand letters out door-to-door in developments within which they work.
Councilman David Astor asked about the natural gas mains being placed directly above the water mains.
Slater said, she is waiting for an answer; and the borough engineer approved all work plans and has someone inspecting the work each day.
Astor continued, the DPW Manager Chris Ross was concerned about what would happen if a water main breaks and the difficulty fixing it.
Councilman Michael Nardini reported, the well on Center Street is back up and running, with two pending minor repairs. If they lose power in one place, he said, they will still have it in another.
Nardini also said, he will meet with Astor to review the new DPW/water department employee personnel résumées and set up interviews.
Council President Peter Opilla said they are moving forward with the insurance plans.
Slater said she just signed the contract.
Borough Attorney Richard Brigliadoro said they just need to ensure the insurance is set up on the borough end.
Opilla said he assumed the switch would be completed within 75 to 90 days.
Slater said Chapters 1 through 29 of the ordinance code book are completed. However, they are currently trying to find Land Use Board ordinance copies for Chapter 30 of the code book. The missing ordinances, she added, were completed before any of the current council was elected.
Councilman Anthony Nasisi said the borough hall hot water heater is being installed; and a Yankee gutters advocate will explain how to save money by not ripping the gutters off and changing the roof line pitch at the end.
Nasisi also said, he has received three bids for removing the old steam boiler and installing a new gas steam boiler in the historical building for: $8,850, $9,200, and $10K, including necessary piping, liners, and bringing everything up to code.
Slater said JCP&L informed them they could put a pole in the firehouse parking lot, but the borough would have to pay for the LED light — due to it not being an actual street.
Astor said, hopefully the no trespassing sign has been put up at Heater's Pond.
Opilla said he met with regulators regarding the guard shack, who pointed out a few more items to purchase in order to finish.
Nasisi said, he is checking to see if Block 30, Lot 11.05 Wausau Street's septic system was abandoned properly.
Slater said they do not have a map showing who owns the septic system after the borough foreclosed on the property. The only map, she continued, is a 2001 tax map, showing prior ownership by the Wausau Septic Association.
The borough is getting pricing, Slater said, to replace the firehouse field sign before the Fireman's County Parade in October. She added they are trying to use the same sign type as the “Welcome to Ogdensburg” sign, which the Sterling Hill Mine bought for the borough.
Astor said Ross has been discussing with the borough engineer what can be done about the pipe on Predmore Street. In addition, he said, the DPW is fixing catch basins, cleaning up debris clogged from recent storms, and securing bids.
Slater opened up for discussion purchasing larger banners for the borough.
Councilman George Hutnick also suggested placing new flags along Route 517 in the future.
