Two face charges in sex assault

Two people are facing charges after Franklin Borough police investigated a complaint of a sexual assault on March 30.
Robert H. Fedder, 31, of Newark was charged with two counts of sexual assault of a minor under the age of 13, one count of aggravated sexual assault, two counts of sexual contact, criminal mischief and obstruction by flight. Teresa Nussbaum was charged with two counts of endangering the welfare of a children.
Police said the investigation determiend there to be two juvenile victims, both of which lived in the borough.
The investigation led detectives to Newark, where they met with Fedder and transported him to Franklin Police Headquarters to continue the investigation on Saturday. During the course of the investigation and while in the lobby of police headquarters, police said Fedder forced open an exit door with enough force to damage the locking mechanism. As he made his way to the Franklin Pond and recreation area which was open to the public and children officers were able to immediately detain him.
Police said Nussbaum knowlingly placed the children Fedder's custody on several occasions, leading to the assaults.
Both were sent to the Keogh-Dwyer Correctional Facility pending a hearing.
The investigation is ongoing and additional complaints may follow.
