    Kim Kerton, 41, of Franklin was charged with theft by deception and theft by failing to make a lawful disposition after Franklin police received a theft referal from The Office of the Inspector General — Social Security Administration and the Social Security Administrative office in Newton.
    The complaint is alleged to have detailed Kerton’s scheme to defraud the Social Security Administration's Disability Insurance Benefit and Child Insurance Benefit (CIB) program and the Social Security Association Representative Payee program by failing to report that a child was no longer in her care and custody, and failing to use the child’s monthly benefits for their care and support.
    The Franklin Borough Police Detective Bureau investigated and determined Kerton was allegedly receiving a Social Security benefit by making false and misleading statements to the Social Security Administration.
    The investigation revealed that between Aug. 1, 2013 and June 30, 2016, Kerton allegedly misused approximately $4,691.00 in Child's Insurance Benefits paid to her as the Representative Payee.
    Kerton was charged with theft by deception and theft by failing to make lawful disposition. She was released pending a court appearance in Sussex County Superior Court. The investigation is ongoing and additional complaints may be filed.

    Michael H. Tizzano, 27, of Franklin was charged with possession of marijuana, disribution of marijuana, use of marijuana and heroin, possession of drug paraphernalia and possession of hypodermic needles following complaints of narcotics use and sale in and around Franklin Borough, Detectives investigated and found a borough resident to be selling marijuana.
    Tizzano was alleged to be found to be selling marijuana to another individual on Skyview Drive in the Borough.
    A vehicle being driven by Mr. Tizzano had left Skyview Drive just prior to being stopped by Detectives near Franklin Avenue Extension Road at about 11 a.m., where he was found with the narcotics, paraphernalia, and hypodermic needles.
    He was released pending a Court Appearance in Sussex County Superior Court.
    Investigation is ongoing and additional arrests may follow.
