Give hitchhikers a break

Why do the police give a hard time to people who have to hitchhike? I gave a ride to a 69-year-old Air Force vet who was going to his first day at work. He'd been shot in Afghanistan and moved here from North Carolina to help his 87-year-old aunt. She had totaled her car so he had no way to get to work and there is no public transportation around here. He said he'd been threatened with a ticket once for hitchhiking. Why don't the police give people like him a break? Maybe they could give him a ride to work? Have some consideration for people who are not as well off as you are.
